Malloy Tours Devastated Neighborhoods

Gov. Dannel P. Malloy took in the devastating sweep of Hurricane Sandy on Tuesday, inspecting the still-smoldering shells of mansions in Greenwich, the scattered remnants of beachfront cottages in East Haven and the downed power lines and uprooted trees strewn across streets in Stamford.

"At each stop, I saw people who love their home and their town, and who are determined to get their lives back to normal as quickly as possible,'' Malloy said after returning from the seven-hour tour. "I saw people who are resilient. I saw local officials, first responders, National Guardsmen and women, and members of the Connecticut state police all working together."

The most somber moment of the day came in rural Easton, where Malloy met with the grieving colleagues of Lt. Russell Neary, a volunteer firefighter who was killed Monday when he was struck by falling limb while removing storm debris from a local street.

The Easton stop was "a very sad one," Malloy said. "There we lost a firefighter who died doing what he loved most – trying to help people. Our hearts go out to him, his family and his colleagues. And we want to thank him for his service and his sacrifice."

Two others were killed during the storm — a 34-year-old Milford man who had gone swimming in Long Island Sound as the storm approached Monday, and a 90-year-old Mansfield woman struck by a falling tree.

The storm's fury was felt most acutely along the coast, where residents and officials faced flooded homes and blocked roads. Many shoreline schools will remain closed for a third day Wednesday.

But inland, life in many communities took steps toward normalcy Tuesday, even as hundreds of thousands remained in the dark. Some transit services, including local buses and flights at Bradley International Airport, came back to life — although Amtrak and Metro-North routes through the state will remain shut down Wednesday. If they had power, grocery stores, banks and other businesses were generally open by midday Tuesday.

State offices will be open Wednesday and all state employees have been told to report to work. The state's major roadways are open. And trick-or-treating — discouraged across the state after last October's storm — will go on in most communities.

Dressed in khakis and his Team Malloy-Wyman warm-up jacket, Malloy climbed into a Chevrolet Suburban with his driver and a couple of aides at 9:30 a.m., about an hour after his morning press briefing at the state Emergency Operations Center.

Malloy is keenly aware of the need to strike the right tone as he guides the state through the disaster. For a public official, few experiences loom as large — or are as daunting — as navigating a weather crisis.

In less than two years as governor, Malloy has had plenty of practice. "We've done this three times...at this point,'' he said in Greenwich, referring to Tropical Storm Irene, which hit the state in August of 2011, and the October nor'easter, which struck a year ago. "Each one of them a distinct and different occasion, but the devastation you see...is always going to amaze you."

"All signs are pretty darn good,'' he said of the CL&P response. "They've learned a lot of lessons."

At the peak, about 640,000 customers of CL&P and United Illuminating were without power. Late Tuesday, that figure was dropping toward 500,000. Utility officials say it will take days to restore power to everyone.
