Small dogs, and even some cats, who enjoy being carried around might enjoy being an accessory for an adult costume. (Indeed, the Humane Society lists masks as a no-no for pets because they can block breathing, hearing and/or vision.)
Target does not sell costumes for cats; Guggemos said costumes for smaller dogs might work for cats.
Of course, a lot depends upon the cat's cooperation — which, as any cat lover will tell you, is never a given.
